Né à Alep, il y fut juge au tribunal rabbinique, puis s'installe à Jérusalem (1912) où il fonde la congrégation Magen David et une école de Torah. Avant la Première Guerre mondiale il gagne New York, y établit le conseil de la communauté séfarade et devient rabbin et av beth din de la congrégation d'Aram Soba. Il revient à Jérusalem en 1935 comme chef du tribunal séfarade jusqu'à sa mort.
