Né à Rada'a au Yémen, fils du rabbin et dayan Yahya (Yehiah) Basis (1896–1977). Monté en Israël enfant (1950), il étudia à Ponevezh sous R. E. M. M. Shach. Rabbin de communauté à Beit Dagan (1988–1993) puis grand-rabbin de Rosh HaAyin ; membre du Conseil du grand-rabbinat (2003–2008). Ses responsa halakhiques, attachés à la tradition yéménite, ont été rassemblés.
