Born in Rada'a in Yemen, son of rabbi and dayan Yahya (Yehiah) Basis (1896–1977). Came to Israel as a child (1950), he studied at Ponevezh under R. E. M. M. Shach. Community rabbi in Beit Dagan (1988–1993) then Chief Rabbi of Rosh HaAyin; member of the Council of the Chief Rabbinate (2003–2008). His halakhic responsa, rooted in Yemenite tradition, have been collected.
