Born in Marrakech, he emigrated as a teenager to Jerusalem where he studied at the Sephardic Talmud Torah. Appointed in 1909 Rishon le-Zion (chief Sephardic rabbi / Hakham Bashi of Jerusalem) following the removal of R. Eliyahou Moché Panigel, he served until 1911 and was one of the first signatories (1910) of the agreement of union between Sephardic and Ashkenazic communities.
