Né à Bagdad (nom d'origine Murad), envoyé en Irak en 1949 pour organiser l'aliyah clandestine ; il coordonna avec Shlomo Hillel l'opération Ezra et Néhémie qui amena ~110 000 Juifs d'Irak en Israël. Arrêté puis évadé, il devint ensuite député et ministre, et fonda le Centre du patrimoine du judaïsme babylonien.
