Fils de Victoria et du rabbin Yitzhak Nissim (grand rabbin sépharade d'Israël, Rishon le-Tzion 1955-1972), il fut l'un des chercheurs les plus prolifiques des études juives. Pilier puis directeur (1964) de l'Institut Ben-Zvi, pionnier de l'usage des manuscrits hébreux pour l'étude des judaïsmes séfarade, italien et oriental de l'époque moderne. Fondateur, avec Yitzhak Ben-Zvi, de la revue Sefunot ; il dirigea ensuite l'Institut Yad ha-Rav Nissim (dès 1985), en mémoire de son père.
