Né à Paris de parents juifs alsaciens. Ministre des Finances (12 sept. 1917 – 20 janv. 1920) dans le second gouvernement Clemenceau, chargé des réparations allemandes (« Le Boche paiera ! »). Après sa retraite, ruiné par des spéculations, il est condamné en 1929 pour émission de chèques sans provision et meurt l'année suivante.
