Né à Birmingham, journaliste britannique et l'un des premiers sionistes d'Angleterre. Proche de Theodor Herzl (qui le décrivit comme « le plus habile de tous mes collaborateurs »), il fut chargé de missions politiques (projet d'El-Arish, plan de l'Ouganda) et servit de représentant officiel de Herzl auprès du gouvernement britannique. En 1907, il acquiert avec des amis le Jewish Chronicle pour en faire un organe sioniste et en devient rédacteur en chef jusqu'à sa mort en 1931.
