Sephardic Ottoman Jew born in Adrianople. General director of the Mikvé Israël agricultural school (Alliance Israélite Universelle) for more than fifteen years; adviser to the JCA in Palestine (1896); he arranged in 1898 the meeting between Kaiser Wilhelm II and Theodor Herzl at Mikvé Israël. Founder of B'nai B'rith District XI (1911) covering the Ottoman Empire and of the first Jewish secondary school in Turkey (1914).
