Juif séfarade ottoman né à Andrinople. Directeur général de l'école agricole Mikvé Israël (Alliance israélite universelle) pendant plus de quinze ans ; conseiller de la JCA en Palestine (1896) ; il aménagea en 1898 la rencontre entre le Kaiser Guillaume II et Theodor Herzl à Mikvé Israël. Fondateur du district XI du B'nai B'rith (1911) couvrant l'Empire ottoman et du premier lycée juif de Turquie (1914).
