Membre du Comité d'aide et de sauvetage (Va'adat Ezra ve-Hatzala) de Budapest. En avril 1944, il fut chargé par Adolf Eichmann de négocier le marché « du sang contre des marchandises » (Blut gegen Waren) censé échanger un million de Juifs contre des camions et des biens. Sa mission échoua. Avec sa femme Hansi Brand, il publia un récit de ces événements.
