Savant de la littérature midrashique et talmudique, ordonné au Rabbiner-Seminar de Berlin. Émigré à New York en 1903 pour la Jewish Encyclopedia (260 articles), professeur de Talmud au Hebrew Union College à partir de 1911. Président du comité des responsa de la Central Conference of American Rabbis, il rédige des avis sur des questions modernes. Son édition critique et traduction anglaise de la Mekhilta de-Rabbi Ishmaël est un monument d'érudition.
