Scholar of midrashic and talmudic literature, ordained at the Rabbiner-Seminar in Berlin. Emigrated to New York in 1903 for the Jewish Encyclopedia (260 articles), professor of Talmud at Hebrew Union College from 1911. President of the responsa committee of the Central Conference of American Rabbis, he drafted opinions on modern questions. His critical edition and English translation of the Mekhilta de-Rabbi Ishmaël is a monument of erudition.
