Diplômé en droit de l'université de Moscou (1875), il fut l'un des premiers Juifs admis dans la magistrature tsariste, juge d'instruction dans la région de Samara puis juge au tribunal de Saratov (1904). Après avoir quitté la Russie soviétique (1921), il présida l'Union des Juifs russes en Allemagne et se consacra à l'aide aux réfugiés juifs russes. Il publia en 1925 son autobiographie, traduite en allemand en 1929 avec une préface de Simon Doubnov.
