Graduate in law from Moscow University (1875), he was one of the first Jews admitted to the tsarist judiciary, investigating judge in the Samara region then judge at the Saratov court (1904). After leaving Soviet Russia (1921), he chaired the Union of Russian Jews in Germany and devoted himself to aid for Russian Jewish refugees. In 1925 he published his autobiography, translated into German in 1929 with a preface by Simon Dubnow.
