Born in Hegenheim (Alsace), republican official under Gambetta, he was appointed in 1885 head of General Security at the Ministry of the Interior. Dismissed for his Dreyfusard sympathies, he published Ma Justification (1895) then became editor-in-chief of L'Univers israélite (editorials signed B. M., 1896-1906). Co-founder and secretary of the Defense Committee against Antisemitism born from the Dreyfus affair.
