Homme d'État et juriste australien, né à Melbourne le 6 août 1855, formé à l'université de Melbourne et admis au barreau du Victoria en 1880. Membre de l'Assemblée législative de 1892 à 1901 puis de la Chambre des représentants fédérale, il fut solliciteur général en 1893, procureur général en 1894 puis à nouveau en 1900, avant de se retirer du Parlement en 1901. Membre de la Convention fédérale australienne qui rédigea la Constitution du Commonwealth en 1897, il devint conseiller de la Reine (Q.C.) en 1899.
