Rabbin français ; né à Sultz, Alsace, le 17 juillet 1848. Il reçut son éducation au lycée de Strasbourg et au Séminaire Israélite de Paris. Pendant le siège prussien de Paris (1870-71) il servit comme aumônier assistant. En 1873 il fut employé au bureau de l'Alliance Israélite Universelle. Deux ans après il fut élu rabbin à Remiremont ; en 1878 il fut nommé grand rabbin d'Oran ; en 1882 il devint grand rabbin d'Alger ; et en 1890 fut nommé au grand rabbinat de Nancy, position qu'il occupe encore (1902).

Outre un grand nombre de sermons, Bloch a publié un roman, « Les Fils de Samson », 1887 ; et « Inscriptions Tumulaires des Anciens Cimetières Israélites d'Alger », 1888. En 1877 il traduisit de l'allemand en français le roman de S. Kohn intitulé « Gabriel ». Il a été un contributeur fréquent, tant en prose qu'en vers, à « L'Univers Israélite », « Archives Israélites », « Revue des Etudes Juives », etc.
