Tossafiste et poète liturgique actif à Prague au XIIe siècle, frère du voyageur Pethahia de Ratisbonne. Parmi les premiers tossafistes, contemporain de R. Éléazar de Metz et disciple de R. Tam, il aurait dirigé, selon Recanati, la yeshiva de Ratisbonne, et vécut aussi quelque temps à Worms. Isaac ben Moïse le cite dans son « Or Zaroua' » pour un commentaire sur Ketouvot conservé en manuscrit à Munich, et Zunz lui attribue un piyyout signé « Isaac b. Jacob ».
