Statisticien américain né à Wilna, en Russie, le 27 avril 1860, formé au gymnase de Minsk et à l'université de Saint-Pétersbourg. Impliqué dans la propagande nihiliste, il fut arrêté en 1879, expulsé de Saint-Pétersbourg sans procès, puis, après l'assassinat d'Alexandre II en 1881, banni en Sibérie. Diplômé du lycée de droit Demidov de Yaroslavl en 1887, il quitta la Russie en 1890 pour les États-Unis, obtint son doctorat à l'université Columbia en 1893, enseigna la statistique à l'université de Chicago, puis exerça le droit à New York jusqu'en 1900, date à laquelle il entra au service statistique du gouvernement américain.
