Juriste et écrivain allemand né à Hambourg le 5 mars 1763, mort à Bamberg le 27 juin 1853. Après des études à Bamberg, il devint avocat, puis président de district en 1803, avant d'être nommé en 1806 commissaire du gouvernement et juge à la cour suprême de Franconie, chargé notamment d'assainir les finances de la ville de Nuremberg. Actif dans le recrutement de volontaires bavarois pendant la guerre de libération (1813-15), il fut anobli en 1815 et devint maire de Bamberg, tout en publiant de nombreux écrits politiques entre 1816 et 1824.
