Empereur d'Occident de 395 à 423. Il contresigna d'abord les lois d'Arcadius sur les juifs, avant de promulguer ses propres lois, le plus souvent hostiles : en 396, il accorda la protection de l'État au patriarche des juifs, mais en 399 le qualifia de « spoliateur des juifs » et fit saisir l'impôt patriarcal déjà perçu, avant d'en autoriser de nouveau la collecte en 404, année où il interdit aussi l'armée aux juifs et aux samaritains. En 409, il ordonna qu'on respecte leur sabbat devant les tribunaux, loi modifiée en 412 ; il leur permit aussi de pratiquer le droit et autorisa les juifs baptisés à revenir au judaïsme.
