Professeur associé d'économie politique et directeur du département d'économie politique de l'université Johns Hopkins, né à Baltimore le 23 juillet 1871, où il obtint sa licence en 1891 et son doctorat en 1894. Nommé instructeur en 1895 puis professeur associé de finances en 1899, il fut en 1897 secrétaire de la mission spéciale envoyée par le président McKinley pour négocier un accord monétaire avec les pays d'Europe, et en 1900 commissaire spécial chargé de réviser la fiscalité de Porto Rico, dont il devint trésorier jusqu'en 1901.
