Ernst Hirschberg est un statisticien allemand né le 8 mars 1859 à Königsberg, en Prusse orientale. Formé dans sa ville natale, où il obtient son diplôme en 1882, il est employé au bureau statistique de la ville de Berlin, dont il devient sous-directeur en 1902 puis directeur en 1903, tout en dirigeant également le bureau statistique de la ville de Charlottenburg ; le titre de professeur lui est conféré par le gouvernement. Parmi ses ouvrages figurent Arbeiterversicherungszwang (Berlin, 1882), Trennung der Alters- und Invaliden-Versicherung (1889) et Die Soziale Lage der Arbeitenden Klassen in Berlin (1897).
