Sigmund Herzberg-Fränkel est un historien autrichien né à Brody, en Galicie, le 7 mars 1857, fils de Leo Herzberg-Fränkel. Il étudie le droit à l'université de Vienne à partir de 1874, puis l'histoire à Leipzig, à Berlin et à Vienne, où il obtient son doctorat en 1880, avant de devenir en 1887 privat-docent d'histoire médiévale à l'université de Vienne, puis professeur assistant en 1893 et professeur d'histoire générale à l'université de Czernowitz en 1895. Parmi ses ouvrages figurent Die Aeltesten Land- und Gottesfrieden in Deutschland (1883) et Gesch. der Deutschen Reichskanzlei, 1246-1313 (1885).
