Joseph Herman Hertz est un rabbin américain né à Rebrin, dans le comitat de Zemplén, en Hongrie, le 25 septembre 1872, formé au College of the City of New York, à l'université Columbia et au Jewish Theological Seminary de New York. Le 15 juin 1894, il devient rabbin de la congrégation Adath Jeshurun de Syracuse, poste qu'il occupe jusqu'au 11 août 1898, date à laquelle il prend la direction de la Witwatersrand Old Hebrew Congregation de Johannesburg, en Afrique du Sud. Pendant la guerre sud-africaine, il est expulsé du Transvaal par le gouvernement boer pour avoir protesté contre les mesures visant les Juifs, avant de revenir reprendre ses fonctions après l'occupation britannique.
