From the Anglo-Jewish Samuel family (Samuel Montagu bank). Minister (Home Secretary), he was the first High Commissioner of mandate Palestine (1920-1925) and leader of the Liberal Party (1931-1935). President of the Royal Institute of Philosophy (1931-1959), he popularized philosophy in several works: Practical Ethics (1935), Belief and Action (1937), Essays in Physics (1951), In Search of Reality (1957), and A Threefold Cord (1961).
