Descendant d'une famille juive de Francfort établie à Londres au début du XIXᵉ siècle (petit-fils, par sa mère, de Mayer Amschel Rothschild). Avocat (Inner Temple, 1863), député conservateur, sous-secrétaire d'État aux Colonies (1888–1892). Longtemps actif dans la communauté juive comme président de l'Anglo-Jewish Association (1872–1886), fellow de la Royal Society. Il se convertit ensuite au christianisme après le mariage chrétien de sa fille.
