Né Frumstein à Harbin, émigré en Palestine mandataire, docteur en 1954, il étudia l'assyriologie à l'Oriental Institute de Chicago sous Benno Landsberger. En 1965 il fonde et dirige le premier département d'assyriologie de l'université hébraïque. Spécialiste des inscriptions royales néo-assyriennes et de la chronologie biblique, il fit autorité pendant plus de 50 ans.
