Sir Israel Hart est un ancien maire de Leicester, né en 1835, président de la société de confection Hart and Levy. Élu au conseil municipal de Leicester en 1874, il accède au conseil des échevins et à la mairie en 1884, réélu maire en 1885, 1886 et 1893, et devient premier bailli de la ville en 1885. Il dote Leicester d'une bibliothèque publique et d'une fontaine ornementale, et se présente sans succès à Central Hackney en 1900.
