Born in Manchester in a wealthy Jewish family (father a cotton merchant, prominent leader of the Orthodox and Liberal Jewish communities). Professor of political science at the London School of Economics (1926–1950), one of the most influential teachers of his time. Theorist of political pluralism and British socialism; president of the Labour Party (1945–1946).
