Born in Manisa, trained at the yeshiva in Tiberias, then at the rabbinical seminary in Paris and the École des langues orientales at the Sorbonne. He succeeded Moses Halevi as Hakham Bashi (Chief Rabbi) of the Ottoman Empire in 1909. Member of the Ottoman/Turkish delegation to post-war negotiations (Treaty of Lausanne), he received the title of effendi. Sephardic Chief Rabbi of Egypt from 1925 until his death in 1960; he became blind in his later years. Member of the Royal Academy of Arabic Language of Cairo.
