Waldemar Mordecai Wolff Haffkine est un bactériologiste né à Odessa en 1860, docteur ès sciences de l'université d'Odessa en 1884. Après des travaux de recherche à Odessa puis à Genève, où il enseigne la physiologie sous la direction du professeur Schiff, il rejoint Paris pour travailler auprès de Pasteur, où il met au point une méthode de vaccination par virus atténué contre le choléra. Envoyé en Inde par le gouvernement britannique en 1893, il y étend ses recherches au Bengale, au Pendjab et en Assam, puis découvre en 1896 une méthode efficace de vaccination contre la peste, qui réduit considérablement la mortalité et lui vaut d'être fait Compagnon de l'ordre de l'Empire des Indes.
