Né dans une famille juive italophone de Gorizia (alors Empire d'Autriche), autodidacte, il publia dès 1854 « Studii orientali e linguistici ». Nommé en 1860 professeur à l'Académie scientifique et littéraire de Milan, il introduisit la philologie comparée en Italie, forgea le terme « glottologia » et fonda en 1873 l'« Archivio glottologico italiano », qu'il dirigea jusqu'au vol. XV. Pionnier de la dialectologie (théorie du substrat, langues ladines).
