Henry Mayer Goldfogle est un avocat et homme politique américain né à New York le 23 mai 1856, admis au barreau en 1877. Juge du tribunal municipal de New York à partir de 1888, il démissionne en 1900 pour reprendre sa pratique du droit, avant d'être élu représentant du neuvième district de New York au Congrès en 1901, puis réélu en 1903. En 1902, il intervient au Congrès pour obtenir la levée des restrictions imposées aux citoyens juifs américains voyageant en Russie.
