Formé au Talmud Torà de Rome, il devient l'un des rabbins romains les plus cultivés du XIXe s. et est nommé directeur de l'école rabbinique de Rome, où il introduit des réformes didactiques (accent sur la philologie et l'exégèse bibliques, moindre place à la kabbale). Il maîtrisait le français, l'espagnol, le latin, le grec et un peu d'arabe, et s'intéressait à l'histoire, la philosophie, l'astronomie et les mathématiques. Il fut aussi un acteur des affaires communautaires (épidémie de 1836, affaire Mortara).
