Juriste allemand né à Mayence le 23 décembre 1859, formé aux universités de Heidelberg, Berlin et Giessen où il obtient son doctorat en droit en 1881. Admis au barreau en 1884, il exerce à Mayence dès cette même année et publie de nombreux ouvrages juridiques, notamment sur la criminalité juive (1885), la réforme sociale en Allemagne (1887) et le droit du bail (1900).
