Talmudiste turc, né à Constantinople en 1780 et mort dans cette même ville en 1850. Il succède à Samuel Ḥayyim comme hakham bashi (grand rabbin) de l'Empire ottoman en 1839. Il est l'auteur d'un recueil de responsa, « Yadaw shel Mosheh », publié à Salonique en 1818 et abondamment cité par les rabbins d'Orient.
