Bibliographe, né à Riga le 1er mai 1867. Il se rend à Paris en 1886 puis aux États-Unis à l'automne 1889, avant d'entrer en mars 1897 à la New York Public Library comme sous-bibliothécaire, où il prend la direction du département d'hébraïca et de judaïca, fort de 15 000 volumes. Son système de classification, comptant près de 500 subdivisions, est le premier à organiser méthodiquement la littérature juive en bibliothèque.
