Neuropathologiste autrichien, né à Vienne le 12 juin 1862, fils de Ludwig August Frankl. Formé au Schottengymnasium puis à l'université de Vienne, où il obtient son doctorat de médecine en 1886, il devient chef du dispensaire neuropathique du premier hôpital médical, puis privat-docent de neuropathie en 1891 et professeur assistant en 1898. Il publie de nombreux travaux sur le tétanos, le vertige de Menière et les maladies nerveuses de la vessie.
