Born in Paris into a family whose paternal ancestors were Lorraine Jews holding public office since the Revolution. Inspector of Finances, he joined the Resistance as early as 1940 and directed, under the collective pseudonym "Bossuet", the finances of the internal Resistance. He was director of the Caisse des dépôts from 1953 to 1967 and a figure in reflection on the State, business and the social sector (Jean Moulin Club).
