Négociant américain, maire de Cincinnati, dans l'Ohio, né à Riverside, Ohio, le 8 juin 1872. Membre de l'état-major du gouverneur McKinley, plus tard président des États-Unis, ainsi que des gouverneurs Bushnell et Nash, il est désigné au printemps 1900 candidat républicain à la mairie de Cincinnati, où il est élu le 2 avril — élection remarquée car les candidats des deux principaux partis étaient tous deux juifs — puis réélu avec une majorité largement accrue le 6 avril 1903.
