Eduard Falk fut un publiciste allemand, diplômé de l'université de Berlin en 1858, mort à Paris le 7 juillet 1863, écrasé par un omnibus. Entré au service de l'État comme assesseur, il mena de front une carrière de journaliste, écrivant pour la « Magdeburger Zeitung » et publiant plusieurs brochures politiques, dont « Die Verfassung England's » en 1862. Il se trouvait à Paris pour préparer un ouvrage sur le droit politique européen lorsqu'il mourut.
