Né à Berlin en 1863, diplômé de philosophie, il s'installe à Rome, se naturalise italien et entre aux Archives d'État de Rome en 1891. Il dirige ensuite les Archives d'État de Parme (1927–1930) puis de Bologne (1930–1934). Il publie de nombreuses études sur les communautés juives de Rome et d'Italie et rédige des notices pour l'Encyclopédie Treccani. Déporté le 16 octobre 1943, il meurt à Auschwitz.
