Born in Berlin in 1863, educated in philosophy, he settled in Rome, became an Italian citizen and entered the State Archives of Rome in 1891. He then directed the State Archives of Parma (1927–1930) then Bologna (1930–1934). He published numerous studies on the Jewish communities of Rome and Italy and wrote entries for the Treccani Encyclopedia. Deported on 16 October 1943, he died at Auschwitz.
