Ministre des Finances du grand-duché de Bade, né le 11 mars 1827 à Karlsruhe. Formé au droit à Heidelberg et Bonn, il entra dans la banque à Berlin en 1856 puis exerça le droit à Durlach à partir de 1859 ; nommé assesseur à Mannheim en 1864 malgré les préjugés antijuifs, il devint en 1866 référendaire du ministre des Finances Mathy, dont il reprit les fonctions à sa mort en 1868. Il conduisit la politique financière de Bade pendant la guerre franco-allemande, reçut le titre de ministre des Finances en 1888 et se retira en 1893 pour raison de santé.
