Homme d'État indien né à Londres le 24 janvier 1823, mort à Savoie le 20 juin 1887, fils de S. H. Ellis, trésorier de la Grande Synagogue de Londres. Après ses études à l'université de Londres puis à Haileybury College, il entra dans l'administration de la présidence de Bombay, où il siégea au conseil à partir de 1862 avant d'être promu au conseil du vice-roi ; rentré en Angleterre en 1875, il fut fait K.C.S.I. et membre du conseil des Indes jusqu'à sa retraite en 1885, tout en occupant diverses fonctions dans les institutions juives londoniennes.
