Consul général britannique à Machhad, en Perse, et explorateur, mort à Londres le 31 mai 1897. En 1871, il conçut le projet audacieux de rejoindre l'Europe depuis la Chine par voie terrestre à travers toute l'Asie, traversant le désert de Gobi par un itinéraire inédit puis la Sibérie jusqu'en Russie. Entré ensuite au service du gouvernement indien, envoyé au Yunnan puis au Ladakh, il traversa en 1885 toute la chaîne du Pamir jusqu'aux abords de Herat, ce qui lui valut d'être fait C.I.E., délimita en 1889-90 la frontière entre le Siam et les États shans de Birmanie, et fut nommé en 1891 consul général à Machhad.
