Né à Cincinnati le 18 novembre 1842 et formé à New York, où il obtint une maîtrise de l'Union College de Schenectady. Représentant de New York au quarante-sixième Congrès, il fut le candidat républicain à la mairie de New York en 1892, recueillant le plus grand nombre de voix jamais obtenu par un candidat de ce parti à ce poste, puis commissaire et trésorier du service des docks de 1895 à 1898, et directeur du Mt. Sinai Hospital de 1876 à 1878.
