Second son of Samuel Montagu, 1st Baron Swaythling. Secretary of State for India from 1917 to 1922 (Montagu-Chelmsford reforms / Government of India Act 1919). The only Jew in the cabinet during the debates on the Balfour Declaration, he opposed it in a memorandum ("The Anti-Semitism of the Present Government", 1917) for fear of accusations of dual loyalty.
