Député et journaliste italien né à Turin en 1824 et mort dans cette ville le 16 juillet 1879, fils de parents modestes devenu enseignant dès son plus jeune âge, Giacomo Dina fonde en 1848 le journal « L'Opinione », dont la direction avisée, exercée pendant trente ans, lui vaut une grande influence politique ; élu député d'Imola et de Bologne par le parti progressiste-monarchiste en 1867, puis de Città di Castello en 1871 et en 1874.
