Poète et sénateur russe né à Kazan le 15 juillet 1743 et mort à Zvanka, dans le gouvernorat de Novgorod, le 20 juillet 1816, Gavriil Romanovitch Derjavine est chargé en 1799 par l'empereur Paul d'enquêter sur les plaintes des juifs de Shklov contre le général Zoritch ; malgré des abus avérés, les dissensions entre mitnagdim et hassidim et son amitié pour Koutaïssov, qui convoitait les biens de Zoritch, le poussent à rendre un rapport favorable, et Zoritch est acquitté. L'année suivante, envoyé enquêter sur la famine en Russie blanche et la condition des juifs, il rédige à Vitebsk, en septembre 1800, son célèbre « Avis sur les moyens de préserver la Russie blanche de la famine ».
