Officier de l'armée française et animateur communautaire né à Mutzig, dans le Bas-Rhin, en 1776 et mort le 11 mai 1840, Simon Mayer Dalmbert participe aux premières campagnes de l'Empire puis organise, à Cassel en 1809, l'armée du royaume de Westphalie ; établi à Paris dès 1813, il s'investit dans l'organisation du culte israélite comme vice-président du Consistoire central israélite de Paris à partir de 1816. Il obtient l'abrogation, en 1818, du décret du 17 mars 1808, fait établir par l'ordonnance royale du 29 juin 1819 les écoles primaires israélites, puis celle du 20 août 1823, et contribue en 1829 à la création de l'école rabbinique centrale de Metz.
