Archevêque de Mayence puis grand-duc de Francfort, Karl Theodor von Dalberg naît le 8 février 1744 et meurt le 10 février 1817. Prince et homme d'État parmi les plus éclairés d'Allemagne, favorable à l'émancipation complète des juifs mais longtemps freiné par les patriciens de Francfort et la Confédération du Rhin, il promulgue le 28 décembre 1811 une loi accordant aux juifs de Francfort et à leurs descendants les mêmes droits civils qu'aux autres citoyens ; en échange, ceux-ci lui versent 440 000 florins, ce qui permet de supprimer la taxe annuelle de protection de 22 000 florins.
