Homme d'État et auteur polonais né à Poryck, en Volhynie, le 28 août 1765 et mort à Dubno le 8 février 1813, Tadeusz Czacki est nommé inspecteur scolaire de Volhynie, de Podolie et d'Ukraine sous la direction du prince Adam Czartoryski. Opposant aux jésuites, il réunit par souscription deux millions de florins polonais pour les gymnases de Vinnitsa et de Kiev, puis fonde en 1805 le lycée de Krzemieniec. Il est l'auteur du « Rozprawa o Żydach » (Discours sur les Juifs), publié à Vilna en 1807 puis réédité en 1845, qui retrace l'histoire des juifs de Pologne depuis leur installation au XIIe siècle.
